HCMC can’t meet PM’s traffic accident goal, looks to helmet laws:
Authorities are worried by the alarming number of HCMC traffic accidents, which has leapt 17 percent year-on-year and caused 539 deaths this year, according to a People’s Committee traffic conference Friday.
Tran Quang Phuong, head of the Department of Transport and Public Works, confessed that the city would not be able to achieve Prime Minister Nguyen Tan Dung’s goal of decreasing traffic accidents by 7.7%.
By June 17, there had been 637 accidents in the city, totaling 539 deaths and 421 injuries.
Over 70% of the crashes were caused by or related to motorbike drivers. None of the dead were wearing helmets.
According to research by Cho Ray Hospital, the city’s major medical center, 86% of HCMC accident victims could have escaped brain trauma and death if they had worn helmets.
Nguyen Huu Tin, deputy head of the committee, instructed traffic police and officers to mobilize the forces necessary to enforce a new law stating that all motorbike drivers and riders must wear helmets on all streets in the city as of January 1, 2008.
Vietnam now requires helmets to be worn on national highways, but not in cities or on country roads.
Tran Quang Phuong from the city Traffic Security Committee said that in the short term city administration should ask Party members and state officials to wear helmets to set an example for residents.
He added that adherence to traffic regulations should be included in the assessment of state officials and Party members.
Tin also instructed the city Department of Transport and Public Works to hasten progress on major traffic projects.
City traffic police would intensify patrols to curb illegal motorbike races and other traffic infringements, especially from 7 pm to 2 am when 52% of accidents occur.
Within the first five months of the year, Vietnam saw 6,400 accidents causing 5,800 deaths and 4,900 injuries.
Last year, 14,000 Vietnamese people died and 30,000 were injured from road crashes.
Vietnam, with a population of 85 million people, has more than 21 million motorbikes but only 3 percent of the country's motorbike drivers wear helmets.

Rice Cooker?????
You might wonder why the title Rice Cooker is mentioned? It's actually the slang for motorbike helmet in Vietnam. From December onwards everyone all over Vietnam have to wear helmets. It sounds weird but that the way, the government has to force people to take care of their own safety.
In Vietnam a few years back, there is a rule for wearing helmets but only for those riding motorbikes on the highways but still not many people followed, including myself. I don't really feel comfortable wearing a helmet but I bought myself one finally. For the western, wearing a helmet is something that they more than happy to do so, to protect their lives but not for Asian, especially the Vietnamese, it isn't a habit even though they know it's good for them. (They might say why am i wearing a rice-cooker on my head) I felt I had to wear one because after I have seen quite a few accidents recently between my home, and is nothing new to me even in Singapore. I think it's worth spending 200,000Vnd just in case I do fall off and hit myself on the head.
Since the policy was announced, the helmut business has been doing extremely well. I went to the Honda shop and they said they sold out a few days ago, then I went to more shops, which was crowded with customers selecting a helmet to suit them.
The popular brand are Amoro, Honda, Protect. You can buy those helmuts which are made in China cheaply from 30,000Vnd instead of buying an original one from 200,000Vnd. Most will go for stuff from China as its is really cheap but I have doubts about the quality.
For those going over to Vietnam soon, I will advise you to wear a helmet if you are using a bike as your transport, rather then to pay a fine of 300,000vnd, if I am not wrong.

I think those in Singapore looks much better. As for your helmet... those half set helmet... would not really protect your head especially the back.
Better to wear those full helmet like Aquarian's spaceman helmet :big_smile: . Chio is one thing, safety is more important.

Wow, looks likely to implement lots of traffic safety rules and methology.
Helmets, bike padding, luminious stripe safety vest, safety barricades, powder coated dividers, tracffic man siren, and many more will be making money there!:wink:

yes, it is good to see that finally they start to look into cutting down accident rate in VN, well wearing helmet is a good start. I still remember those days when helmet was first introduce in Malaysia, but there will always those stubborn lots that refuses to wear it, they rather hang their helmet beside their bike like what they do in smaller town in Johore, Malaysia.
wearing helmet is like buying insurance, u do not really appreciate it until it finally happens to you. when i was in NZ, riding a bike means u must properly protect yourself ie besides wearing approved helmet, proper clothing like jeans, leather jacket and leather gloves will be able to protect you properly in case of fall and that had been taken as a norm in proper bike attire. however in Asian countries there is still a long way to go, of cos u will see pillon even in Singapore wearing the skimpiest of mini skirt and sandals and so on, well just make sure you do not fall down!!!
riding bike in VN is a risky business, i have close frens in VN and they had shown me the scars left on their body from years of riding bikes in HCM, of cos a lot needs to be down in terms of cutting down the accident and fatality rates in VN but by imposing compulsory wearing of helmet is a step in the right direction!
By the way, i cant wait to use my new helmet in HCM :big_smile:

Like what JC Decur is doing to have nice Advertisement Banners at bus stops and making more bus stops with modern shelters. Like what better and newer traffic light system used.

Full face or 3/4 helmet make you look like an astronaut or spaceman :big_smile:

Full Face Helmet
A full face motorcycle helmet covers the whole head. A rear extension of the full face helmet covers the base of the skull while a front portion protects the chin. A plastic face shield (clear or tinted) resting over the cutout eyes and nose section allows access to the face if pushed up.

3/4 Helmet
Like the full face motorcycle helmet, the 3/4 motorcycle helmet (also known as open face motorcycle helmet) covers the back of the skull, but rids itself of the lower chin armor and the face shield, thus allowing for increased airflow, hearing and peripheral vision.
Some open face helmets are equipped with visors of various lengths and tints that block out sunlight and headlights. As insects, debris, dust or wind contact with facial skin, eyes and nose can cause the rider distress or bring about injury, riders may use wrap-around sunglasses or goggles as an additional means of protection.
A 3/4 motorcycle helmet is as effective in rear protection as a full face motorcycle helmet, but is deficient in face coverage during a crash or otherwise.
Half Helmet
With virtually the same front design as a 3/4 motorcycle helmet but with a cropped rear portion, the half motorcycle helmet provides the minimum coverage typically allowed by motorcycle helmet law in the US (in most states).
Akin to the open face motorcycle helmet, the half motorcycle helmet's eye protection is often increased through the use of goggles or sunglasses.
When purchasing a half helmet (shorty motorcycle helmet), be sure to check whether it meets the state's Department of Transportation (DOT) standards for motorcycle helmet safety.
