how to pair up the bettas

i got a question? i wanted to breed my betta, but they have been in the breeding tank for around a week. but i still haven see any egg at the nest.
what could be the problem.

the tank water is around 7 cm high and add up to around 25 liters.
there are a foam cup and two small plants inside

bro i do the same like you. slight bigger than you a litter. and use the same plant like yours.
