I am just wondering if you have a tight budget to set up a tank and you have only one of the two options. Which will you choose?

1. Good tank set-up and lousy goldfish or
2. Lousy tank set-up and good goldfish

for me is no1
having quality water condition is important
even a lousy fish will be better as they are kept in it
whereas no2
lousy setup after sometime whatever quality fish WILL DIE!!!
