I would like to ask, is my giant is a giant geno? Does he consider a HMPK or a plakat?

I am not sure if your giant is a giant geno as you can't tell at this moment. for me I do not consider your giant a HMPK as the caudal is barely touching the anal fins and I personally feel the caudual fin is not big enough.
My giant is not a HMPK only a traditional plakat. The size is around 3.2inches now. Giants are about size and I feel your giant got the potential.

mine is an old giant lah about 8months old liao so your new giant still got lots of time to pump up.
if you want to pump up use a spong filtration, maintain the water quality and nurture with good balanced diet should do the trick.
another way is that you put your giant in a 2ft tank so that your giant can maximise it's growth rate. feed with guppy fries

Guppy fries? later when spawn time, will him eat all the fries?

This is what the thai breeders do to pump up the giant. When spawning it might not eat it's own fries as the male betta would seldom eat it's own fries. The female giant might eat.
If you worried about feeding guppy fries, you can feed mussle meat. I had not feed guppy fries or mussle meat before but as I was finding out more information about pumping up giants I talk to many experienced betta hobbyist and commercial breeders they had shared with me what the thais do.
The thais like to feed their bettas with mosquito larvae as it is very nutritious and cheap.
